Will a lawyer charge me just for providing verbal advice? or is it only when court action happens?

I have a potential intellectual property issue to discuss with a lawyer. If I just get some advice from a lawyer, will I get charged for this? Or is it only when court action happens that charges can be applied? I am a small business and would want to see an IP lawyer for small businesses, dealing with trademark and copyright issues. Thanks in advance.
