Is my graphics card good enough to run the Sims 3?

The Mobile Intel 4 Series Express Chipset means you're using Intel GMA4500 graphics. The GMA4500 is about 2x faster than the X3100 (the minimum) so you should be able to play it on medium to medium-low settings just fine.
